I remember seeing a similar question on SeiNaru homepage, and the answer there is "No it won't work on 64bit". But I think that is an outdated info and they fixed that with one of the two patches they released later since I installed it on my Windows 7 64 bit and it's working flawlessly.

Let's see... it's from C72. [C72][同人CG][MOMOKAN御三家]之ポコ It's art from this. It's probably just original artwork since the book itself apparently contained both original and fan work. I dunno. Good luck.

It's a pretty major spoiler for the game. If you really REALLY want to know though...

All of the main characters of Seinarukana are reincarnations of Gods, beings who rule over certain concepts and weild 5th and 6th rank Eternity Swords. Nozomu is the reincarnation of the god of destruction and carnage, Jiruol. That screen is from a part of the game when Jiruol takes control of Nozomu's body, hence the red eyes.
