Well at least for the original game, so some changes may have been made between it and now. I have an excel sheet of all the skills and their various stuffs, but it's all currently in Japanese.

Characters are on the left in order of: Yuuto, Aselia, Espelia, Orupha, Uruka, Kouin, Kyouko, Tokimi, Nelie, Shia, Selia, Himika, Nanaru, Halion, Nim, Helion, Faren
After clicking a character click the link to the rightmost next to the (normal/hard/superhard) link. I think Yuuto is the only one with two since many of his abilities get an additional buff when he goes Eternal.
For the most part, only the end game skills will exceed a change of + or - 50% either way. Lower versions of skills start with lower buffs, like Yuuto's Inspire I gives +20% attack power with -10% defense, while Inspire II gives +50% and -25% respectively. His badass end game aura skill, Eternal, gives +50% to everything (attack, defense, resist, all attributes) and increases skill use in the turn by 1 (so an attack that would be used twice in a round now goes for three hits).
Note that the %'s are additive(proper use?) so having 450% attack power and buffing it by 50% makes it 500%, not 675%. Or at least that's the way it works in Spi-tan, the offshoot game where they're more open about character stats and uses an almost identical system for said stats. There it also had hard caps of 510% on all stats, with 100% on attributes. But the attribute stat is hidden in Aselia, and I've gotten some ridiculous hits on people so the caps may have been after the fact to try to balance abilities more.
Ex. My level 99 High Eternal Aselia took on an enemy form that casted Silent Field II (+100% attack, -100% defense, +100% blue attribute) and she then casted Possession (The sk.lvl. 16 version for +100% attack, +100% resist, +100% all attributes) on herself. She then hit the defender for some 334k(x3) with Eternity Remover for just over a million damage. No one in the game has more than 99k hp. Overkill much?
Though it was a black spirit that reflected a good bit (like 200K) of damage back on her leaving her with 1 hp (since damage reflect cannot kill) and she was then hit by a strong breeze and died. lulz were had.
