Well i am using that ether sink II(target lvl 8) against an enemy using Heavenly sword II (1 action)...and though it hits the enemy first hand in battle......the enemy is STILL able to use that sole heavenly sword II (lvl 7) against me and annihilate me........

So does ether sink not work against elemental attacks or something....?

Also i moved to Son rim Nihas village before the enemy captured it in chapter 16...and yet it doesnt belong to me? i am not able to construct any facilities here, the territory doesnt even show up as rakios's. Was I supposed to let the enemy capture it first, and then recapture it?

As you can see this one reduces Attack, not Actions. So it doesn't stop the foe from acting. Try Apocalypse.
