Not just by using something like AppLocale, but actually going into Control Panel -> Change Display Language (Under Clock,Language and Region) -> Administrative Tab -> Change System Locale to Japa...

I think it just means the strength of that particular skill.

An example would be one of the Harvest Healing spells (II or III) has a 60%. Pretty sure it just means that when the spell is cast you get 60% of your health back.

The sound settings were fine, but I managed to fix the problem by doing a quick re-install of the game.
