Hmm I got it working. I had the right game after all but the disc image a bad copy or something. It's pretty strange the game cleanly installed even in that case, but who knows. Alright I uninstalled and then reinstalled under actual japanese locale instead of using Applocale, but the exact same problems occurred. Seems that wasn't the issue.
